Upgrading to a digital SLR

I must admit, I've been trying to get into photography years ago. However, I don't seem to get the kind of photos that those people in Flickr are getting with their ordinary digital cameras. It made me wonder whether the problem was with my camera or my picture taking skills. I mean, there are some great photos on Flickr that have been taken by an ordinary mobile phone.

That's why I'm a bit reluctant upgrading to a digital SLR. I mean, if I can't take decent photos with a simple digital camera, would a digital SLR make the difference? I really do feel that it would but then I'm afraid that I just really have a bad eye for photography and would end up wasting good money on a camera equipment that I would hardly use rather than splurge it on a mobile phone.

Some people in photography forums say that nobody could take poor photos with a digital SLR. I wanted to say, well, they haven't seen me take a photo with a perfectly good 6 megapixel Canon digital camera outdoors and it ended up looking like a photo taken by a VGA mobile phone camera with no flash--indoors!
